 President Gatti Santana hosts meeting with representatives of the International Committee of the Red Cross and enforcement States

Today, the President of the International Residual Mechanism for Criminal Tribunals (Mechanism), Judge Graciela Gatti Santana, was pleased to host a working meeting in The Hague with representatives of the International Committee of the Red Cross (ICRC) and Hague-based representatives of States that are currently enforcing sentences imposed by the Mechanism, the International Criminal Tribunal for Rwanda (ICTR), and the International Criminal Tribunal for the former Yugoslavia (ICTY). The Registrar of the Mechanism, Mr. Abubacarr M. Tambadou, participated in the meeting from the Mechanism’s Arusha branch and, together with the President, warmly welcomed those present and thanked them for their ongoing support to the Mechanism.

The purpose of the meeting was to share some of the findings of an independent thematic review undertaken by the ICRC, which serves as an independent monitoring body for the Mechanism with respect to the conditions of imprisonment in enforcement States. Mr. Terry Hackett, Head of the Persons Deprived of Liberty Division of the ICRC, presented a high-level summary of the thematic review on the Mechanism’s end of justice cycle, touching on best practices, challenges, and lessons learned in relation to the enforcement of sentences.

President Gatti Santana and Registrar Tambadou both expressed their sincere gratitude to the Mechanism’s enforcement States and to the ICRC for their respective roles in assisting the Mechanism to fulfill a critical part of its mandate. The Mechanism looks forward to further engaging on the insights offered by the thematic review, which can be very useful not only to enforcement States but also to other international courts and tribunals.
